Developing the programme of measures for the Estonian marine area in compliance with the requirements of the EU Marine Strategy Framework Directive, including feasibility study on using LNG as an alternative ship fuel to reduce pollution



The main target of the project is to achieve or maintain good environmental status in the marine environment. The overall purpose is to develop a Marine Strategy for the Estonian marine waters in order to achieve the goals set out in the EU Marine Strategy Framework Directive (MSFD).

The project aims at carrying out the last three stages of MSFD and thereby improve the Estonian inland and marine water management systems. For this a marine strategy in accordance with the MSFD requirements will be developed, consisting of a monitoring programme and a programme of measures for the Estonian marine waters.

To achieve the project target the knowledge base about the status of the Estonian marine environment and the capability to detect pressures has to be increased. This will be achieved by implementing a monitoring programme that will be complemented during the project. Wider coverage of the new monitoring programme and the consistency of monitoring methods across the marine region or subregion the monitoring programme will also enable to take relevant transboundary impacts and features account.

Programme of measures

During the project a programme of measures will be developed for the Estonian marine area, which will increase the ability to manage pressures in order to achieve or maintain good environmental status of marine waters.

Feasibility study of using LNG as ship fuel

An additional objective of the project is to identify the feasibility of using Liquefied Natural Gas (LNG) as ship fuel. For this a feasibility study on technical and economic aspects of this fuel as well as an environmental impact assessment (EIA) on using LNG as ship fuel will be carried out.

Raising awareness

Another goal of the project is to increase the awareness of target groups and general public about the processes taking place in the marine environment and pressures that affect them and in addition to involve them in the process of developing the marine strategy. Therefore, the results of the project will be made available via project web page and other information carriers. Also, public seminars will be carried out in order to introduce the monitoring programme and programme of measures.
