Development of the data-modelling system and the decision support tool for the integrated marine and inland water management

With the grants of the European Economic Area 86 programs from the 15 countries are funded in the period of 2009-2014. The budget is EUR 988,5 million and comes from: Norway 94%, Iceland 5% and Liechtenstein 1%. In this financial period Estonia is granted with EUR 21,275 million from which EUR 6,9 million are directed to the environmental projects.


The objective of the program „Integrated inland and marine water management“ is to contribute to the good quality of marine and inland water in Estonia. The implementation of the program is in cooperation with the donor partner, The Norwegian Environmental Agency, which is focused on the pollution inspection and the protection of the nature.
The outcome of the predefined project of the program “Development of the data-modelling system and the decision support tool for the integrated marine and inland water management” is an overall system consisting various models, which enables to model processes related to marine an inland.

The foundations and the protection of the water usage is guided by the Water Framework Directive and The Marine Strategy of the EU to maintain economical and sustainable growth of the water, its natural purity and keep the quality, volume and the treatment of the surface and groundwater as pure as possible. The systemic management of the water protection needs continuously information about the condition of the water bodies, the load to the water environment and the influence of the implemented measures. Current project is mainly focused on these subjects. In the long run the realization of the project contributes to the management of the protection and the data related to the bodies of water including the availability of the data about their condition, load and measures. This will save the decision making time for the related instances and helps them operationally use the data in the various decision making processes, time which would be otherwise spent in searching data from the different databases. Additionally will be increased the public awareness of the processes taking place in the water environment and how the users of the water are influencing its condition.
